If tracker finds livestreaming video, don't register it until after it's finished livestreaming

When tracking a channel or playlist, if it refreshes and detects a currently livestreaming video, don't register it until after it's finished livestreaming. My use case is I'm tracking a Youtube channel that I live stream to regularly. I want it to download the videos as audio. However if the tracker checks when I'm currently livestreaming a video then it detects it but doesn't download it, and will never check that particular video again.
